Can I send USDT from TRC20 to an ERC20 address?

No. A transfer stays on the network it was sent on. Most wallets reject a TRC20 transfer to an address starting with 0x, but ERC20 and BEP20 addresses look identical, so a wrong-network transfer between those two can go through and be difficult or impossible to recover.

Which USDT network is cheapest?

It depends on how busy each network is. ERC20 transfers are often the most expensive when Ethereum is congested. Always check the fee your wallet or exchange shows on the confirmation screen before you send.
